Development by location
Dubai development map
Where Dubai’s registered projects are concentrated, and how far along each part of the city is. Each area is a ring. The gold part of the ring is the share of its units that are ready and the grey part the share still being built, and the size of the ring shows the measure you choose: projects, units, transactions, ticket size, price per sq ft or handovers due.
- The map covers about 3,200 projects and about 930,000 units on the Dubai Land Department project register, read 13 Oct 2026.
- Across the city, about 60% of those units are built, counting finished projects in full and projects under construction at their last DLD-inspected percentage.
- About 210,000 units carry a completion date in the 24 months from 13 Oct 2026.
- Of the larger areas, Emirates Living, Meydan One and Downtown Dubai are the most built out, and City Of Arabia, Dubai Islands and Motor City are at the earliest stage.
The map
The Dubai development map
The Dubai development map shows 64 areas as rings. Pick a measure on the row above the map to resize them; the gold and grey of each ring always show how much of the area is ready and how much is still being built. Hover over a ring for its area and a rounded figure, or select one for a short summary with a link to that area’s projects. Press “Play the story” for five chapters from 2008 to 2030, or move the slider under the map yourself. On a phone, move the map with two fingers so the page still scrolls.
Guide
How to read the map
The ring shows the stage of development
The gold part of each ring is the share of the area’s units that are ready, and the grey part is the share still being built. Units in projects the Land Department records as finished count as ready. Units in projects still under construction count at the percentage complete that DLD’s inspector last recorded, so a project inspected at a third complete adds a third of its units to the gold. A ring that is nearly all gold is a finished area; a ring that is mostly grey is an area still being built.
The size shows the measure you pick
The area of each ring follows the selected measure, so a ring with twice the area holds about twice as many units, projects or sales. Larger rings sit underneath smaller ones, so every area stays easy to pick, and each ring stays at its own place on the map. Choosing “Stage of development” sizes the rings by units, so the gold and grey carry the message.
Zoom in close and the rings give way to small lights. Each light is a group of at least 2 projects: a solid gold centre for the share built inside a grey ring sized by the measure.
Bands and rounded figures
The map does not give exact counts. Every figure is rounded to two significant figures, which is why each one reads “about”. In the table below, stage of development has fixed bands, from mostly off-plan below 20% built to mostly ready at 80% and above, and every other measure is split into fifths of all areas, so a high band means high compared with the rest of Dubai.
The story and the time slider
“Play the story” moves the map through five chapters, from 2008 to 2030, each with a short note drawn from the register. The slider lets you pick any year. In past years a project counts once it is registered, and its units turn from being built to ready in the year of its completion date if DLD records it as finished. Years after 2026 count the completion dates on file and are drawn lighter, because a date on file is a filing with the Land Department rather than a confirmed handover.
The time view shows projects, units and stage of development. The market measures and handovers due describe the position today.
What each measure means
| Measure | What it counts | Period |
|---|---|---|
| Projects | Registered projects that are finished or under construction. Cancelled projects are left out. | Register read 13 Oct 2026 |
| Units | Units registered against those projects on the project register. | Register read 13 Oct 2026 |
| Stage of development | Share of units built: finished projects in full, projects under construction at their last DLD-inspected percentage. | Inspections to 9 Oct 2026 |
| Transactions | Sales of homes registered against those projects. | 28 Apr 2025 to 12 Oct 2026 |
| Ticket size | The typical price paid: each project’s median sale price, weighted by its number of sales. | 28 Apr 2025 to 12 Oct 2026 |
| Price per sq ft | The typical price per square foot, on the same basis as ticket size. | 28 Apr 2025 to 12 Oct 2026 |
| Handovers due | Units in projects under construction whose completion date on file falls in the next 12, 24 or 36 months. | From 13 Oct 2026 |
Areas
Dubai development by area
The table lists every area on the register with projects that are finished or under construction, under the name the area goes by on this site. Each row gives the stage of development and the bands for projects, units, handovers due and transactions, with the rounded figure beside each. Where an area has its own page in the off-plan directory, its name links to the projects registered there.
Among the areas holding 5,000 units or more, the most built out are Emirates Living (about 100% built), Meydan One (about 95% built), Downtown Dubai (about 90% built), Palm Jumeirah (about 90% built) and Dubai Sports City (about 85% built). In these areas most of the registered supply has already been delivered.
At the other end, City Of Arabia (about 10% built), Dubai Islands (about 15% built), Motor City (about 20% built), Jebel Ali (about 20% built) and Al Yelayiss 1 (about 25% built) are at the earliest stage, with most of their registered units still off-plan.
The most units due in the 24 months from 13 Oct 2026 are in Dubai Land Residence Complex (about 18,000 units), Dubai South Residential District (about 17,000 units), Jumeirah Village Circle (about 15,000 units), Business Bay (about 12,000 units) and City Of Arabia (about 12,000 units). For completion dates month by month, with the projects behind them, see the Dubai handover pipeline.
Registered sales from 28 Apr 2025 to 12 Oct 2026 were highest in Jumeirah Village Circle (about 13,000), Dubai South Residential District (about 12,000), Business Bay (about 8,400), Dubai Land Residence Complex (about 7,600) and Al Furjan (about 6,100). Finished buildings are listed in completed projects in Dubai, and longer price history is in market intelligence.
On the time view, the register shows about 6,500 units ready and about 88,000 under construction in 2008. In 2026 about 490,000 units are under construction, more than in any earlier year, and about 440,000 units in registered projects are finished. If every completion date on file is met, about 790,000 units would be ready by 2030.
How Dubai has developed since 2008
2008: the first registered projects. In 2008 the register shows about 88,000 units under construction and about 6,500 ready. The most building was in Business Bay and Jumeirah Lakes Towers.
2015: 7 years on. By 2015 about 110,000 registered units were ready and about 99,000 were under construction. The most units ready were in Jumeirah Lakes Towers and Business Bay.
2023: more units under construction. In 2023 about 170,000 units were under construction, up from about 120,000 in 2022. The most building was in Jumeirah Village Circle and Business Bay.
Today: register read 13 Oct 2026. About 440,000 units are ready and about 490,000 are under construction. The most building is in Dubai South Residential District and Jumeirah Village Circle.
2030: what is scheduled. If every completion date on file is met, about 790,000 units would be ready by 2030, with the largest additions in Dubai South Residential District and Dubai Land Residence Complex. These are completion dates on file with the Land Department, and a date on file is not a confirmed handover.

Where each ring and light sits
The project register records a location for most projects, either for the project itself or for its buildings. A project is placed at its own location where the register gives one, and otherwise at the first of its buildings with a location. A point shared by 20 or more buildings across the register marks a masterplan rather than a building, so it is never used to place a project. Every project counts towards its area in the table.
No single project is ever marked. Placed projects are grouped into a grid of equal hexagons of about 0.75 km², and an area’s ring sits at the centre of the hexagons holding its projects, weighted by units. An area gets a ring only when it has at least 2 projects with a location. Each close-up light sits at the centre of a smaller hexagon of about 0.25 km² holding at least 2 projects; a project that would sit alone in its small hexagon is counted in the larger one around it, or left to its area’s ring. The same floor of 2 projects applies to every year of the time view.
The stage score
Stage of development is the units in finished projects, plus the units in each project under construction multiplied by its DLD-inspected percentage complete, divided by all the units those projects hold. Each percentage comes from a dated DLD site inspection; the latest on the register is dated 9 Oct 2026. A project under construction with no dated inspection counts towards projects and units and is left out of the stage score.
Cancelled projects, and projects under cancellation, are left out of every measure.
Market figures
Transactions, ticket size and price per sq ft use sales registered from 28 Apr 2025 to 12 Oct 2026 against the projects in the off-plan directory, counting homes only: offices, shops and hotel rooms are excluded at source. Ticket size and price per sq ft are the median of each project’s own median, weighted by its number of sales. A project whose median rests on too few sales is left out of those two figures, and an area or close-up light with fewer than 20 transactions shows no market figure.
Period and source
The time view covers 2008 to 2030. Projects registered before 2008 are counted from 2008. Past years are counted as ready or under construction only, using completion dates; no past percentage is estimated.
All figures come from the Dubai Land Department: its Mashrooi project register for projects, units, status, completion dates and inspected progress, read 13 Oct 2026, and its transaction register for sales. Figures are rounded and banded by Mitchell's Commercial Real Estate. Map data © OpenStreetMap contributors, served as OpenMapTiles.
Questions
Dubai development map questions
What does the Dubai development map show?
The Dubai development map shows where the projects on the Dubai Land Department project register are concentrated and how far along each part of the city is. It covers about 3,200 finished and under-construction projects holding about 930,000 units, register read 13 Oct 2026. Each area is a ring: its size shows the measure you pick, the gold part of the ring the share of units ready and the grey part the share still being built. Zoom in close and the rings give way to small lights, each one a group of at least 2 projects.
Why does the map show areas instead of individual projects?
The map is about how much is being built where, so it shows each area as one ring and never marks a single project. A ring appears only for an area with at least 2 projects, placed at the centre of the areas where its projects sit rather than on any one building. For the projects themselves, each area in the table links to its own page in the off-plan directory.
How is the stage of development worked out?
Units in projects the Dubai Land Department records as finished count as built. Units in projects under construction count at the percentage complete DLD's inspector last recorded, each from a dated site inspection, the latest dated 9 Oct 2026. The built units are divided by all the units those projects hold. Across Dubai the figure is about 60%.
What period does the Dubai development map cover?
The project layers cover the register as read on 13 Oct 2026, and the time slider runs from 2008 to 2030. Years after 2026 use the completion dates on file for projects still under construction and are marked as scheduled. Transactions, ticket size and price per sq ft cover sales registered from 28 Apr 2025 to 12 Oct 2026.
Why do some areas have no ring for transactions or price?
An area needs at least 20 registered sales in the window from 28 Apr 2025 to 12 Oct 2026 before the map shows a transaction count, ticket size or price per sq ft for it. Those areas still have a ring for projects, units, stage of development and handovers due.
Does the map show what is for sale in an area?
No. It shows registered projects, their progress and registered sales. It does not show what is still available in a building or what you would pay for it today. Tell us the areas you are weighing up and we will send you both.
Next step
Talk to us about an area
The map shows where registered supply sits and how far along it is. It does not show what is still available in a building or what comparable units have traded at this month. Tell us the areas you are weighing up and we will send you both, with the projects we would look at first.
