Applied from handover onward, stepping at each anniversary, which is how a tenancy renews. Dubai context: under Decree No. 43 of 2013, what a landlord may add when renewing an existing tenancy is capped by reference to how far the current rent sits below the RERA rental index — no increase at all while it is within 10% of the index figure, then rising in steps to a maximum of 20% where it sits furthest below. Letting to a new tenant is not capped in the same way. A single compound rate here is a simplification of that mechanism, not a statement of what your contract will permit.

Dubai does not regulate management fee levels, so there is no official figure. Published market ranges run 5%–8% of gross annual rent for long-term residential management and 7%–10% for commercial, drawn from industry sources rather than a government tariff. There is no citywide service-charge rate. RERA's Mollak Service Charge Index publishes an approved rate per square foot for each specific building, searchable by project on Mollak, the DLD website or the Dubai REST app — that figure is the only reliable one. Reported rates span roughly AED 3 to AED 30 or more per sq ft a year depending on building age, amenities and reserve-fund health. Every dirham of this opening figure is a published Dubai Land Department fee, from DLD’s Property Sale Registration service card: the AED 4,000 registration trustee fee plus 5% VAT on sales of AED 500,000 or more, AED 250 for the title deed certificate, AED 225 for the unified Dubai Municipality map, and AED 10 knowledge and AED 10 innovation fees. Two costs are deliberately left out because no published tariff sets them. The developer or owners’ association no-objection certificate is priced by the developer, not by DLD. Conveyancing or legal fees are optional — a Dubai transfer completes at a DLD-licensed trustee office and does not require a lawyer. Get both quoted and add them here; we publish no figure for either.
