TWO L-SHAPED TOWERS, 414 APARTMENTS, AND TEN RETAIL UNITS SCHEDULED UNIT BY UNIT

Windsor House is Ellington Properties' first development in Dubai South — the developer's own words are that it "marks Ellington Properties' debut in Dubai South". It is two L-shaped buildings, Tower A and Tower B, wrapped around what Ellington describes as a sun-filled central courtyard, each running two basements, a ground floor, ten residential floors and a rooftop.

The two towers are close to identical: 212 units each, 424 in total. Of those, 414 are apartments and ten are retail units — and the retail is not a footnote. Ellington schedules it in the same table as the homes, with its own unit count and its own size range, and counts it into each tower's 212-unit total: five units from 799 to 2,461 square feet in Tower A, and five from 759 to 1,690 square feet in Tower B. A developer that lists retail beside the studios in its own unit-type table is describing a product it intends to sell individually, and that makes this brief a commercial one as much as a residential one.

The district is the reason to read it. Dubai South is, in Ellington's own description, "the UAE's largest single urban master development, purpose-built as a fully integrated ecosystem combining logistics, aviation, residential, commercial, and retail districts", anchored by Al Maktoum International Airport. The names on Ellington's own driving-distance page are not shopping malls and beach clubs: they are the Jebel Ali Free Zone gate, the DP World terminal, Mina Jebel Ali, the Mohammed bin Rashid Aerospace Hub, Expo City Dubai and the Etihad Rail Dubai station. Ten retail units under 414 homes in a district whose catchment is an airport, a free zone and a port is a different proposition from ten retail units under a lifestyle tower, and it should be underwritten differently.

There is no price on this page, and that is deliberate. Ellington has published no price list, no price range and no starting price for Windsor House. Rather than carry a figure across from a portal or estimate one, this brief publishes none and points instead at the Dubai Land Department register, which records what buyers have actually paid.

The apartment ranges are exceptionally tight, and that tells you something about the building. A one-bedroom at Windsor House is between 779 and 783 square feet in Tower A — a four-square-foot spread across ninety homes. The three-bedroom range is eighteen square feet across eighteen homes. This is a highly repetitive, efficiently planned building rather than a collection of bespoke layouts, which is what makes a ten-storey scheme of this size deliverable. For a buyer it has a practical consequence in both directions: what you see in the show plan is what you get, and there is very little differentiation between your unit and the eighty-nine others like it when you come to sell or let.

The retail ranges are wide, and that tells you something different. 799 to 2,461 square feet in Tower A is a three-fold spread across five units, and 759 to 1,690 in Tower B is more than two-fold across five. That range covers everything from a small convenience or service unit to something large enough for a supermarket, a clinic or a full-service restaurant. Ellington's own amenity list names "F & B and retail shops" as a project amenity, which places the trading units on the resident-facing side of the scheme rather than on a separate frontage.

What Ellington has not published about the retail is what an operator needs first. There is no unit-by-unit schedule, no clear height, no cooling load, and no statement of gas, kitchen-extract or fresh-air provision. Those four determine whether an F&B unit can trade at all without a retrofit. Tell us which unit you are looking at and we will get the mechanical provision confirmed in writing from Ellington before you take a view on it.

PRICING — WHAT THE REGISTER CAN SHOW, AND WHAT THE PACK CANNOT

Ellington has published no prices for Windsor House. There is no price list, no price range, no starting price and no price per square foot in the project brief, the factsheet, the brochure, the slim brochure, the floor plans, the amenities plan, the materials-and-finishes sheet, the map or the payment plan. This brief does not manufacture one.

That leaves one honest source of price evidence for a Dubai project, and it is a better one than a developer's list: the Dubai Land Department transaction register, which records sales that completed and were entered on the public record. Asking prices, portal listings and launch price lists are excluded from it by construction, because they record what somebody hoped for rather than what was paid.

Where a transactions band appears on this page, every figure in it comes from that register and carries the count of sales behind it. Where one does not, it is because the register does not yet hold enough qualifying sales against this project for a median to carry weight — the floor on this site is thirty arm's-length residential sales, and below it nothing is stated at all.

On a building with ten retail units, one of the filters behind those figures matters more than usual. The register's "Unit" classification admits offices, shops, showrooms, workshops, warehouses, gymnasiums and clinics alongside apartments, and ground-floor retail prices at a multiple of the homes above it. Left in the pool it pulls the median up and sets the top of the published price-per-square-foot range, which then reads as though an apartment in the building had sold at that rate. Those sub-types are filtered out before anything on this page is counted. Land, building and villa rows are excluded on the same principle — a plot sale published as a project median is a fabricated figure — and duplicate registrations are removed before any figure is derived.

WHAT IT COSTS TO HOLD, AND WHAT YOU GET FOR IT

Ellington states an anticipated service charge of AED 17 per square foot, on both the factsheet and the project brief. It is an anticipated rate rather than a struck one: the charge a building actually levies is set by its owners' association and approved by the regulator after handover, and on a Q3 2028 completion that is years away. Across the Ellington packs we hold, anticipated rates run from AED 14 per square foot to AED 22, so AED 17 is mid-range.

The amenity list it has to cover is long for a ten-storey building, and Ellington publishes it in full: drop-off areas; F&B and retail shops; a lobby reception and lounge; an adult pool; a kids' pool; sun loungers and cabanas; indoor and outdoor fitness areas; indoor and outdoor kids' play areas; a pilates studio; an outdoor yoga area; changing rooms with steam and sauna; a clubhouse with a games area; a clubhouse terrace and seating area; a barbecue and outdoor dining pavilion; a tree-lined central avenue; outdoor meditation pods; an outdoor family area; a bocce ball court and croquet lawn; outdoor table tennis; a lawn with social zones; a pet wash and play area; an independent car wash bay; and bicycle parking with a repair station.

Two of those are worth singling out because they are rare and because they are the kind of thing residents actually use: an independent car wash bay and a bicycle repair station. In a district built around an airport and a free zone, where car ownership is near-universal, an on-site wash bay is a genuine convenience rather than a rendering.

Service charges come straight off net yield. Treat any yield you calculate on this building as gross until the rate is struck, ask for the written anticipated-charge statement before you reserve, and establish whether chilled water sits inside the rate or is billed separately.

Ellington's own framing: "Located in the heart of Dubai South's rapidly emerging Residential District, Windsor House is anchored in a location designed for the future. As Al Maktoum International Airport expands and Expo City Dubai continues to evolve into a global destination, this community is poised to become a nexus of business, innovation, and lifestyle."

Dubai South is described by Ellington as the UAE's largest single urban master development, purpose-built as an integrated ecosystem combining logistics, aviation, residential, commercial and retail districts, anchored by Al Maktoum International Airport (DWC) and positioned for connectivity by road, air and — in Ellington's words — "soon, autonomous vehicles and air taxis". Ellington sets out its five stated goals as a smart and sustainable city, an inclusive and cohesive society, a pivotal hub in the global economy, a preferred place to live, work and invest, and a city of happy, creative and empowered people.

The eleven destinations Ellington marks on its own driving-distance page, with stated drive times running from 10 to 31 minutes, are: Al Maktoum International Airport, the Etihad Rail Dubai station, Expo City, the Mohammed bin Rashid Aerospace Hub, the JAFZA gate, the DP World terminal, Ibn Battuta Mall, Mina Jebel Ali, Dubai Parks and Resorts, Jumeirah Golf Estate and Palm Jebel Ali. Ellington also names three future developments in its project brief, each as a stated plan rather than a delivered fact: the Mohammed bin Rashid Aerospace Hub, "an integrated aerospace ecosystem featuring both airside and landside facilities for MRO, R&D, and hangars"; Dubai Global Connect, "a permanent, origin-neutral marketplace and exhibition platform for global buyers and sellers"; and the Dubai Exhibition Centre, which Ellington describes as "an AED 10 billion expansion by Dubai World Trade Centre, aiming to become the region's largest indoor events venue". It further describes Expo City Dubai as being developed into a smart and sustainable urban innovation hub with office space, research and development zones and cultural institutions, and a Golf District anchored by an 18-hole championship course.

Every one of those is a plan, and plans move. They are quoted here because Ellington publishes them and because a buyer in Dubai South is underwriting exactly this pipeline, not because any of them is delivered. The AED 10 billion figure is Ellington's statement about a third party's project and is not independently verified here.

THE INVESTMENT CASE

Windsor House is an off-plan brief on a scheme completing in 2028, published without a developer price. What follows is qualitative, and it is better to say so than to dress it up.

APPLICABLE STRATEGIES

  • Ground-floor retail in an employment catchment. Ten units from 759 to 2,461 square feet, scheduled by Ellington alongside the apartments, under 414 homes, in a district whose daytime population is an airport, a free zone, a port terminal and an aerospace hub. Convenience, food and service uses in that setting are underwritten on workers and residents rather than on footfall, which is a more stable base and a less glamorous one. The mechanical provision is the gate and it is not published — get it in writing first.
  • Buy-and-hold for rental into an employment district. Dubai South's tenant demand is generated by the businesses around it rather than by lifestyle in-migration, which historically makes for steadier occupancy and flatter rental growth than a beachfront address. No yield can be stated from this page: there is no published price, and no rental evidence exists for a building that has not been built.
  • Pre-handover resale. A 70/30 plan commits 70% of the price before completion — a heavier construction-period carry than the 50/50 plans common elsewhere. Any premium at exit depends on the market in 2028 and on how many of Windsor House's own 414 apartments, plus Windsor House II next to it, are competing with you at the same moment.
  • A first-mover position with a design-led developer. Ellington states that this is its debut in Dubai South, and it has already launched a second phase. Whether being early in a district is an advantage depends entirely on whether the district's pipeline delivers.

RISKS & WATCHPOINTS

  • No published price of any kind. Ellington has issued no list, no range and no starting figure. Any price you are quoted today is somebody's word until it is confirmed in writing against Ellington's own release.
  • The whole case rests on a pipeline, not on a place. Al Maktoum International Airport's expansion, Expo City's evolution, the Aerospace Hub, Dubai Global Connect and the Dubai Exhibition Centre are all stated plans. Dubai South today is not what any of them describe. If the pipeline slips, the district's absorption slips with it.
  • A very heavy one-bedroom concentration, and almost no differentiation. 180 of 414 apartments are one-bedroom, and within Tower A all ninety of them fall inside a four-square-foot range. On resale and on rental you are competing with a large number of units that are, for practical purposes, identical to yours.
  • Windsor House II is already selling. Ellington's own Windsor House II brief opens "Following the sell-out success of Windsor House". A second phase beside the first is more supply into the same market at the same moment, from the same developer.
  • The area basis is not published. Ellington states size ranges and does not say whether they are internal, built-up or total areas including balconies. Every price per square foot depends on that, so get the basis confirmed in writing on your own offer.
  • The retail publishes no mechanical provision. No clear heights, no cooling loads, no gas, no extract, no fresh air, and no unit-by-unit schedule. For an F&B operator those are the deal, not the area.
  • The service charge is anticipated, not struck. AED 17 per square foot is a forecast for a building that will not be handed over for years, against a long amenity list.
  • Completion risk to Q3 2028. The buildings do not exist yet. The date is Ellington's anticipated one, the sale and purchase agreement governs, and the return depends on the market at handover.

Ten units in total, and the fact that they are scheduled in the same table as the homes — and counted into each tower's 212-unit total — is the strongest signal in the pack that they are sold as individual units rather than held.

What Ellington has not published is a unit-by-unit schedule, a price, a clear height, a cooling load, or any gas, kitchen-extract or fresh-air provision. When does Windsor House complete, and what is the payment plan?

The published plan is a 70/30 over eleven instalments: 20% at booking; 10% at 60 days; 5% at each of 120, 180, 240 and 360 days from the reservation date; 5% at each of 20%, 30%, 40% and 50% construction completion; and the final 30% on completion. That is Ellington's own schedule as issued on 28 July 2025, and it appears identically on the factsheet. Off-plan dates move, the schedule attaching to your unit is the one in your sale and purchase agreement, and Dubai Land Department registration fees are payable in addition to the purchase price.

Freehold in Dubai is open to all nationalities in designated areas under Regulation No. 3 of 2006. The tenure recorded against your individual unit appears in the sale and purchase agreement and on the Dubai Land Department record — confirm both, and confirm that the same tenure applies to a retail unit as to an apartment, before you sign.
