Financing a Dubai Investment Property: Five Checks Before You Commit

Financing a Dubai investment property: the LTV band that applies, what a low bank valuation does to your deposit, rent as income, and the cash due at transfer.

Section 01

Why does an agreed price tell you so little about financing a Dubai investment property?

Financing a Dubai investment property rests on two numbers that are set separately. A price is agreed between a buyer and a seller. A loan is sized by a third party that was not in the room, against its own valuation, its own view of the borrower, and its own conditions for releasing money. The gap between those two numbers is where investment purchases fail late.

Market-level figures do not close that gap either. Dubai's mortgage registration totals are a useful signal of financing activity, and they measure something broader than new home-purchase lending. A registration is created whenever a mortgage is entered against a title, which takes in refinancing an existing facility and borrowing against a property already owned. Reading the total as the value of new purchase lending overstates it by whatever share those two account for. Our guide to reading DLD transaction data sets out the same distinction for sales data, and refinancing and equity release in Dubai covers the borrowing that sits inside those totals without any purchase attached.

At the level of one transaction the useful question is narrower: will this buyer, this property and this completion timetable satisfy a lender's conditions? The five checks below answer it in the order the money becomes real.

Section 01 10NextWhich borrower category are you in, and what is the loan-to-value ceiling for it?

Section 02

Which borrower category are you in, and what is the loan-to-value ceiling for it?

A headline loan-to-value figure describes a category of borrower and property, and quoting the wrong one is the most common early error in an investment model. The Central Bank of the UAE's mortgage regulations set maximum ratios that differ by residency, by whether the purchase is a first owner-occupied home, by price, and by construction status.

Borrower and property Regulatory maximum LTV Implied minimum price contribution
Resident expatriate, first owner-occupied home at or below AED 5 million 80% 20%
Resident expatriate, first owner-occupied home above AED 5 million 70% 30%
Resident expatriate, second or subsequent property, including investment purchases 60% 40%
Any buyer, off-plan property 50% 50%
Non-resident buyer, ready property commonly 50% to 65% by lender 35% to 50%

As the contributing author puts it:

These are ceilings, not promises: lenders may set tighter limits based on the applicant, property and product.

Three points follow for an investor. An investment purchase sits in the 60% band rather than the 80% one, so a model built on a 20% deposit is short by half the equity before anything else is tested. The higher first-home band is generally claimable once, for a genuine primary purchase. And a buyer living outside the UAE is a different credit proposition again, underwritten more conservatively and restricted to a narrower set of lenders and usually to completed property.

Off-plan carries a further trap. Per Mitchell's guidance as a RERA-licensed broker (BRN 68593), the 50% ceiling is measured against the original purchase price rather than the current market value while the project is under construction. Only once handover is close, roughly the final six to eight weeks, may a lender advance against market value instead. An investor who has watched a unit appreciate on paper and expects to borrow against the higher figure will find the arithmetic unchanged until near completion. Our guides to buying off-plan in Dubai and off-plan payment plans cover how that ceiling interacts with a developer's own instalment schedule.

For the full picture on each category, see expat and resident mortgages in Dubai and mortgages for non-residents. An overseas buyer should obtain lender-specific eligibility confirmation before treating any band as available.

Section 02 10NextWhat happens to your deposit if the bank values the property below the price?

Section 03

What happens to your deposit if the bank values the property below the price?

The ceiling is applied to the bank's valuation. The price on the contract does not set it, and where the two agree the model holds. Where the valuation comes in lower, the loan falls with it and the difference lands on the buyer in cash.

Take an illustrative resident expatriate buying a ready property for AED 2 million as an investment, so the 60% band applies.

Valuation at AED 2,000,000 Valuation at AED 1,800,000
Loan ceiling at 60% of valuation AED 1,200,000 AED 1,080,000
Buyer's contribution to the price AED 800,000 AED 920,000
Additional cash required — AED 120,000

A valuation 10% below the agreed price raises the cash requirement by 15%, and that is before a single fee. This is a financing illustration rather than a prediction of any bank's valuation, and an actual facility may be lower again once affordability is assessed.

Three responses are open to a buyer facing a shortfall: fund the difference in cash, reopen the price with the seller, or withdraw. Each is easier to take if the possibility was priced into the model rather than met for the first time after a deposit has been paid. Running the lower-valuation case alongside the base case costs nothing at the modelling stage. Our due diligence checklist for buying in Dubai sets out what else to establish about the property before that point.

Section 03 10NextWill a lender count the rent you are expecting as income?

Section 04

Will a lender count the rent you are expecting as income?

A marketing brochure's expected rent is a projection. A lender assesses the borrower's verifiable income, existing debts and credit exposure, and whether the property is acceptable security. Where rental income is taken into account at all, the documentation required, the occupancy position and the proportion of rent recognised vary between lenders.

The affordability test usually binds before the loan-to-value one. Under Central Bank rules, total monthly debt repayments, counting the proposed mortgage instalment plus every existing personal loan, car finance and minimum credit-card repayment, are capped at around 50% of gross monthly income for non-UAE-nationals. An applicant with an existing car loan and a heavily used card can qualify for well under the band their price and residency would otherwise allow. How mortgage pre-approval works in Dubai sets out how banks calculate that ratio and stress-test it above the contract rate.

The returns model needs the same discipline. An investor comparing a ready unit against an off-plan alternative should carry a void period, service charges, maintenance, property management and a higher refinancing rate on exit, rather than working from the advertised annual rent alone. Our guides to calculating ROI, ROE, IRR and yield, what Dubai property can earn and property management in Dubai set out the cost lines that a gross yield leaves out, and buy-to-let in Dubai covers the letting assumptions behind them.

Section 04 10NextWhat is still conditional after pre-approval?

Section 05

What is still conditional after pre-approval?

A pre-approval letter establishes an indicative borrower profile and a likely maximum. It is not a commitment to disburse. Funding can remain conditional on a satisfactory independent valuation, verified documents, the final property and title position, the formal facility offer and completion formalities, and the Central Bank requires lenders to carry out due diligence and confirm drawdown conditions before releasing money.

Letters also expire. Validity is commonly 60 to 90 days depending on the bank, which matters on any purchase whose completion runs long. A pre-approval obtained to support an offer in one quarter may need refreshing, with updated payslips, statements and a fresh credit check, before the transfer that depends on it.

Before accepting contractual deadlines, establish four things: that the documents a lender will ask for are available now, how long the financing approval stays valid, who is obtaining the seller or developer NOC, and the intended transfer or handover timetable. A deadline agreed without those answers is a deadline set by someone else's process.

Section 05 10NextHow much cash do you need on transfer day?

Section 06

How much cash do you need on transfer day?

For a ready Dubai purchase the cash requirement is the price contribution plus a stack of charges, and it is the figure that decides whether a purchase completes.

Item Amount Charged on
Price contribution after the loan Price less the approved facility Agreed price
DLD transfer fee 4% Agreed price
DLD mortgage registration fee 0.25% Mortgage value
Title deed issuance AED 250 Flat
Knowledge and innovation fees AED 10 each per drawing Flat
Trustee or service-partner registration AED 4,000 plus VAT, or AED 5,000 plus VAT for a provisional (Oqood) registration Flat
Bank arrangement or processing fee commonly around 1% Loan amount
Valuation fee commonly AED 2,500 to AED 3,500 plus VAT Flat
Agency commission where payable commonly 2% plus VAT Agreed price
Property and life insurance priced to borrower and property Annual

The mortgage registration fee, the title deed charge and the knowledge and innovation fees are as published by the Dubai Land Department on its own mortgage registration service page. Our full breakdown of Dubai purchase costs works the whole stack at several price points.

One change deserves separate attention. Under a reported Central Bank instruction described as effective from February 2025, UAE banks have generally not been permitted to finance the DLD transfer fee or agency commission within the mortgage amount. Both must be funded from the buyer's own liquid cash. On an AED 2 million purchase the transfer fee alone is AED 80,000 that an older model may have assumed inside the loan. Confirm current lending policy with the bank, since this is corroborated across secondary sources rather than from a primary circular.

Section 06 10NextHow should you compare two mortgage offers beyond the headline rate?

Section 07

How should you compare two mortgage offers beyond the headline rate?

An introductory rate describes a fixed period. It does not describe the life of a facility. An investor comparing fixed against variable, or weighing a buyout or equity release, has four things to check: what the rate reverts to, how sensitive the repayment is to a move in the benchmark, what an early settlement costs, and the total of all charges. The opening instalment answers none of them.

As the contributing author puts it:

Cash needed on transfer day can be more decisive than a small difference in initial monthly instalments.

Two facilities priced within a few basis points of each other can differ by tens of thousands of dirhams in arrangement fees, valuation charges and early-settlement penalties. Where a purchase is structured through developer instalments instead, developer financing against a bank mortgage compares the two on cost. Islamic against conventional structures covers the Ijara and Murabaha alternatives. Mortgage against cash purchase tests whether borrowing improves the return at all.

Section 08

What should an investor have in hand before signing?

Five items, in this order:

  1. An eligibility assessment matched to the intended use of the property, so the right loan-to-value band is in the model from the start.
  2. A lower-valuation scenario run alongside the base case, with the cash consequence quantified.
  3. Written confirmation of what income the lender will recognise, and at what proportion.
  4. Every financing condition mapped against the planned completion date, including the pre-approval expiry.
  5. A separate cash reserve for fees and for a valuation shortfall, held outside the deposit.

A model that survives all five is a model that can complete. Our weekly market analysis, including the 17 October 2026 edition, tracks the lending and transaction data these assumptions rest on.

How Mitchell's Commercial Real Estate Can Help

Financing decides whether an agreed price becomes an owned asset, and the checks above are easier to run before an offer than after a deposit. Mitchell's acts for buyers and investors, and holds the DLD transaction record behind the areas and buildings these purchases happen in, so a price and a rent assumption can be tested against registered evidence rather than against a brochure.

Section 10 10FinallyKey Takeaways

In closing

Key Takeaways

  • A maximum loan-to-value is a regulatory ceiling. It is not an entitlement, and which band applies turns on your residency, whether the property is a first home or an investment, its price, and whether it is ready or off-plan.
  • Under the Central Bank of the UAE's mortgage regulations, a resident expatriate buying a first owner-occupied home at or below AED 5 million can qualify for up to 80% loan-to-value. A second or subsequent property, which includes an investment purchase, is capped at around 60%. Off-plan is capped at 50% for every buyer.
  • The loan is struck against the bank's own valuation rather than the price you agreed. On an agreed AED 2 million purchase at a 60% ceiling, a valuation of AED 1.8 million raises the cash you need by AED 120,000 before any fees.
  • A projected rent is not qualifying income. The Central Bank's debt-burden ratio caps total monthly debt repayments at around 50% of gross monthly income for non-UAE-nationals, and in many applications that ceiling binds first.
  • Pre-approval is a conditional letter with a shelf life, commonly 60 to 90 days. Release of funds stays conditional on a satisfactory valuation, verified documents, the title position and the seller or developer NOC.
  • Cash on transfer day decides whether a purchase completes. The Dubai Land Department charges 0.25% of the mortgage value to register it, and under a reported February 2025 Central Bank instruction the 4% transfer fee and agency commission can no longer be rolled into the loan.
  • Compare the post-introductory rate basis, early-settlement cost and total charges rather than the opening monthly instalment.

This guide works through five checks that decide whether a Dubai investment property is financeable: identifying the borrower category that sets your loan-to-value ceiling, testing a bank valuation below the agreed price, establishing what income a lender will recognise, mapping what remains conditional after pre-approval, and sizing the cash the transfer itself demands. It is general information, not financial advice, and lending policy differs bank by bank.

The five checks were contributed by Kunal Sharma of Mortigo, a Dubai mortgage brokerage, and edited by Mitchell's Commercial Real Estate. Figures have been reconciled against our own guides and, where possible, the issuing authority's own page.

Frequently asked questions

06
01What loan-to-value applies when financing a Dubai investment property?

Under the Central Bank of the UAE's mortgage regulations, a resident expatriate buying a second or subsequent property, which includes a purchase held as an investment rather than occupied, is capped at around 60% loan-to-value. The higher band of up to 80% applies to a first owner-occupied home priced at AED 5 million or below. Off-plan property is capped at 50% for every buyer regardless of residency. These are regulatory ceilings rather than entitlements, and an individual lender may set a tighter limit based on the applicant, the property and the product.

02What happens if the bank values a Dubai property below the agreed purchase price?

The loan is calculated against the bank's own valuation, so a lower valuation reduces the loan and increases the cash you must find. On an agreed price of AED 2 million at a 60% ceiling, a valuation of AED 2 million supports a loan of AED 1.2 million and leaves AED 800,000 of price funding to the buyer. A valuation of AED 1.8 million supports AED 1.08 million and leaves AED 920,000, which is AED 120,000 more cash before any fees. The shortfall is met in cash, by renegotiating the price, or by withdrawing.

03Will a bank count expected rental income when assessing a Dubai mortgage?

Not automatically, and not at the figure a brochure projects. A lender assesses verifiable income, existing debts and credit exposure, and the property's acceptability as security. Where rental income is considered at all, the documentation, occupancy status and the proportion of rent recognised vary by lender. The Central Bank's debt-burden ratio caps total monthly debt repayments at around 50% of gross monthly income for non-UAE-nationals, and in many applications that ceiling binds before the loan-to-value one does.

04Is mortgage pre-approval in Dubai a guarantee the money will be released?

No. Pre-approval establishes an indicative borrower profile and a likely maximum. Funding remains conditional on a satisfactory independent valuation, verified documents, the final property and title position, the formal facility offer and completion formalities. Pre-approval letters also expire, commonly after 60 to 90 days, so a long completion timetable can outlast the letter that supported the offer.

05How much cash do you need on transfer day for a mortgaged Dubai purchase?

Budget the price contribution left after the loan, the Dubai Land Department's 4% transfer fee, the 0.25% mortgage registration fee charged on the mortgage value, title deed and small knowledge and innovation charges, a trustee or service-partner registration fee of AED 4,000 plus VAT, or AED 5,000 plus VAT on a provisional (Oqood) registration, a bank arrangement fee commonly around 1% of the loan, a valuation fee, insurance, and agency commission where payable. Under a reported February 2025 Central Bank instruction, the transfer fee and agency commission can no longer be rolled into the mortgage and must come from the buyer's own funds.

06Do Dubai mortgage registration totals show how much new home-purchase lending is happening?

They measure something broader. A mortgage registration is created whenever a mortgage is entered against a title, which includes refinancing an existing facility and borrowing against a property already owned. Reading the total as new purchase lending overstates it by whatever share those two account for. At the level of a single transaction the more useful question is whether this buyer, this property and this completion timetable satisfy a lender's conditions.
