The brief
Ocean Bay by SD is a residential development by Samana Developers on Central Island in Dubai Islands. Samana's brochure presents it as two towers, Tower A and Tower B, with apartments from one to four bedrooms and private pools, set on the waterfront with sea views.
The Dubai Land Department registers the project as number 3881 and records it as under construction, 3.17% complete as at 22 September 2026.

Samana's floor plans cover floors one to eight of both towers and mark one-bedroom, two-bedroom, three-bedroom and four-bedroom homes, each with a balcony variant. The brochure's unit pages name the types as one bedroom with store, two bedroom with maid, three bedroom and four bedroom, each with a pool, and some with a store and laundry room. Each plan draws a private pool beside the balcony and gives room dimensions in metres, for example a bedroom of 3.8 by 3.8 in the first-floor one-bedroom, Unit A101.

Samana's brochure places Ocean Bay on Central Island, Dubai Islands. Its factsheet describes direct access to bridges, major roads and water transport, and the beachfront restaurants of Souk Al Marfa nearby. Samana gives these journey times from the project:
The brochure adds Palm Jumeirah, Burj Al Arab and JBR The Walk at 20 minutes, and Burj Khalifa and Dubai Marina at 25 minutes.

The Dubai Land Department registers the project as Ocean Bay By Samana Developers, number 3881, in Palm Deira, which the site names Dubai Islands. It records two buildings, a start date of 1 September 2025 and registration on 21 October 2025. Its inspections show construction at 0% on 11 September 2025, 1.51% on 22 June 2026 and 3.17% on 22 September 2026, against a registered completion date of 30 June 2028.

Samana Developers is a Dubai-based developer of residential and commercial projects. It launched its first project in September 2018. It builds in Arjan, Jumeirah Village Circle, Business Bay, Downtown Jebel Ali, Dubai Land Residence Complex and Majan.
In its releases from April to August 2026, Samana stated that it has handed over more than 1,300 units and has 13,000 units under construction.
Ocean Bay by SD is on Central Island in Dubai Islands. The Dubai Land Department register places project 3881 in Palm Deira, which the site names Dubai Islands. Samana's brochure lists Dubai Airport 20 minutes away and Downtown Dubai and Dubai Mall 25 minutes.
